NEW CUSTOMS RULES FOR EXPORTS: DELTA IE / GAMMA 2 INTEGRATION

As part of the comprehensive modernization of French customs systems (transition to Delta IE), the Directorate General of Customs and Indirect Taxes is implementing a strict and automated interconnection between the Delta IE clearance system (export component) and the Gamma 2 system (excise management).

This technical evolution is accompanied by an automated cross-checking process (“cross-checking”) that blocks an export declaration if the entered data does not strictly and identically match the information on your Electronic Accompanying Document (e-AD / DAE).

WHAT CHANGES CONCRETELY AND IMMEDIATELY FOR YOUR OPERATIONS

  • Strict line-by-line matching: The absolute rule is now “1 item on the e-AD = 1 item on the export declaration”. No grouping of lines or tariff nomenclatures will be tolerated. Verifications will target the sequence number, the exact customs nomenclature, and the strict match between net weight and actual quantity.
  • Uniqueness of the ARC number: An e-AD can only be associated with one single export declaration. Upon its first use, it will be locked by the system.
  • Automated discharge: The discharge (apurement) of your e-ADs will be handled fully automatically upon notification of the physical exit from the EU territory (“exported” status). Paper-based alternative proof procedures are completely discontinued.
  • Risk of blockage in case of discrepancy: If any data mismatch occurs, the system will reject the declaration. The declarant will then either have to correct the customs declaration or request a change of destination for your initial e-AD in order to re-issue a compliant one. In the most complex cases, a complete invalidation of the declaration (subject to customs approval) will be required to release the e-AD.

OUR RECOMMENDATIONS TO SECURE YOUR LOGISTIC FLOWS

To prevent any delay, cargo disruption, or storage/demurrage fees at the port or airport, increased vigilance and reinforced communication between your shipping departments and our customs declarants are essential.

It is imperative to verify the following points before the final validation of your e-ADs in Gamma:

  • Type of movement: Must be explicitly configured as “Export”.
  • Transport data: The customs office of exit and the third country of final destination must be accurate and identical to our stuffing/shipping instructions.
  • Weight data: Ensure that the declared net weight is strictly equal to the actual quantity of the goods.
  • Consignee designation: When you entrust us with the completion of your export customs formalities, you must designate the authorized operator in charge of the declaration as the “consignee” on the e-AD. In this regard, please indicate: BALGUERIE.

Given the level of accuracy now required line by line, processing and data entry times for declarations will mechanically increase. We thank you in advance for anticipating the sending of your accompanying documents as much as possible.
