From January 1st, 2025, a new European regulation will modify the 8-digit Combined Nomenclature, impacting the classification of goods in the European Union. This change is designed to better meet tariff and statistical requirements, while simplifying customs management on a European scale. Here’s what you need to know to anticipate this change.
A REMINDER ABOUT THE COMBINED NOMENCLATURE
The Combined Nomenclature (CN) is a goods classification system based on the Harmonized System (HS) of the World Customs Organization (WCO). It enables imported or traded products to be precisely identified, with a code, and is used to apply customs duties, draw up trade statistics and manage other Community policies.
KEY CHANGES IN 2025
Regulation 2024/2522, published on October 31st, 2024 in the EU Official Journal, introduces several new features. Some existing codes are modified (shown with a black square), others are created (listed with an asterisk) to better match market developments. These adjustments may affect your customs declarations, whether for intra-EU trade or trade with countries outside the EU. It is therefore essential to update your goods classification processes and check the new codes to avoid any errors in your declarations.

- Consult the new nomenclature: check the modified codes introduced in the official published regulations.
- Anticipate changes: make sure your teams are trained to understand the new classifications and apply the correct nomenclatures.
- Use official tools: the TARIC Europa database (free of charge) and the paid-for WCO Trade Tools can facilitate your classification work, guaranteeing you up-to-date information. The EU also offers BTI, a free service that provides you with the exact customs code for your goods. To benefit from this service, simply apply online to the National Service for the Refund and Issuance of Binding Tariff Information (SND2R).
